Coast Guard accused of illegal service discharges

NEW HAVEN, Conn. (AP) — A veterans group and Yale Law School students are accusing the U.S. Coast Guard of routinely violating its own procedures and regulations intended to protect service members from erroneous discharges for personality and adjustment disorders.

The Vietnam Veterans of America released a report Thursday based on an analysis by the students who looked at a random sample of 265 discharges for the disorders from fiscal years 2001 through 2012. Of those, the students say 255 failed to comply with regulations in some way.

The report says the violations create large numbers of illegal discharges which can lead to veterans being denied benefits.

Messages left with the Coast Guard were not immediately returned.

The veterans group obtained the records through a lawsuit settlement.
