New Milford mulls law on ‘aggressive’ panhandling

NEW MILFORD, Conn. (AP) — A panhandler could be fined up to $250 in an anti-panhandling initiative considered by New Milford officials.

The News Times reports that a panhandling control ordinance was drafted by Town Attorney Randy DiBella to give New Milford police a tool in dealing with aggressive panhandlers.

Mayor Pat Murphy said some panhandlers demand money, banging on windows of cars in retail parking lots. He says a dozen women have come to his office to complain.

DiBella says instances have been reported of panhandlers on buses demanding money from passengers and running up to cars parked at stop signs and traffic lights.

He says the ordinance seeks to preserve the right to be free from harassing, disruptive, obstructive or intimidating behavior by panhandlers.

A public hearing on the proposed law is scheduled for May.
