New Connecticut law creates e-book system

HARTFORD, Conn. (AP) — The State Library is now charged with creating and maintaining a new state platform to distribute electronic books to public library patrons in Connecticut.

Work on the new system is supposed to begin July 1, according to a bill that Gov. Dannel P. Malloy signed into law on Tuesday.

The legislation stemmed from a study by the Department of Consumer Protection into how Connecticut’s public libraries could gain more fair access to e-books. The study found that while more than 90 percent of libraries offered at least some e-books to patrons, the most popular titles were often unavailable or available at high prices.

The study recommended the statewide platform.

Wethersfield Sen. Paul Doyle said it was unclear, prior to this legislation, whether municipal libraries could continue to provide e-book selections.
