Police: man raped DEEP employee

HARTFORD, Conn. (WTNH) — A Hartford man is charged with raping an employee of the state Department of Energy and Environmental Protection on Clinton Street on Monday.

Allen Oakes, of Collins Street, is charged with first-degree sexual assault and breach of the peace.

Police responded to Bushnell Park on a report of man chasing a woman, and found the suspect being held down after the woman accused him of raping her. Both later made statements to police. Oakes’ bond was set at $100,000 for an appearance in Superior Court.

DEEP officials said the woman is being offered counseling and security is being improved.
