New Haven, Conn. (WTNH)- Athough Connecticut’s unemployment rate still lags behind the national average, the state jobless rate continues to be on the decline.  The state Department of Labor says twelve hundred jobs were created in the month of April, dropping Connecticut’s unemployment rate to 6-point three percent. The national average is 5-point four percent. Over the past twelve month, more than 23,000 jobs have been created, with the most significant increases in the transportation and utility sectors.
