Report: Man flunked probation drug tests before killing baby

NEW BRITAIN, Conn. (AP) — A Connecticut man who pleaded guilty to fatally stabbing a family friend’s 1-year-old daughter flunked drug tests in violation of his probation but was not sent back to prison in the months leading up to the killing, according to a new report released by child advocates Wednesday.

The report by the state child advocate’s office and the Connecticut Coalition Against Domestic Violence makes several recommendations, including that probation officials reassess and strengthen policies on positive drug-test results and police improve how they respond to domestic violence calls.

Arthur Hapgood Sr., 37, of Waterbury pleaded guilty to murder Tuesday in the August 2014 killing of 14-month-old Zaniyah Calloway at his mother’s apartment in Bristol. He is to be sentenced in January. Authorities said Hapgood became angry during an argument with his wife and stabbed the girl while high on drugs.

At the time of the killing, Hapgood was on probation after serving a four-year prison sentence for selling drugs. The new report says he tested positive for PCP and marijuana shortly before the killing and tested positive for marijuana in previous tests, which violated his probation terms.

The report, however, notes that not everyone who violates their probation is sent back to prison and thatHapgood had been showing some signs of increasing stability.

A day before the killing, Waterbury police responded to Hapgood’s home on a report that he hit his wife. But his wife refused a police request to assess the situation for possible danger, and she told authorities she had a safe place for her and her children to stay, the report says.

But there was no indication police were aware that Hapgood was on probation, the report says. It recommends that police access the probation status of someone under investigation.
