Arrest made for incident where gunshots hit a person and school

HARTFORD, Conn. (WTNH)  – An arrest has been made for a shooting incident last September in Hartford where a school was hit by gunfire and a person shot.

Police say they responded to the area of 95-97 Vine Street shortly after 4 p.m. on September 14, 2015 after being alerted that shots had been fired in the area by a gun shot detection system and a anonymous phone call.   Police found a crime scene in front of Milner School.   The school had already dismissed for the day.   Police found that  a first floor classroom window had been hit by gunfire.   No one in the school was injured but a short time later a gunshot victim was located at St. Francis Hospital with a non-life threatening gunshot wound.

The investigation determined that Antwaine Tinsley, a convicted felon, was the shooter.   Tinsley has been charged with assault 1st degree, criminal possession of a firearm, carrying a pistol without a permit, reckless endangerment first degree and risk of injury to a minor.  Police say Tinsley had been arrested 20 previous times and has multiple convictions.
