MILFORD, Conn. (WTNH) — Milford Police have arrested a man for allegedly taking a picture up a woman’s dress at store on the Boston Post Road in late August.

Milford Police took 32-year-old Joseph Matthews, of Stratford, into custody on Monday in regards to an active warrant for his arrest.

Matthews was accused of taking a picture up a woman’s dress with his cellphone at the Milford Babies R Us store, located at 1522 Boston Post Road, without the woman’s knowledge.

“He crouched down as if to adjust something on a shelf,”says Milford Police officer Michael DeVito. “At that point he was observed utilizing his cell phone in camera mode he reached up underneath the victim’s dress and took a photo.”

DeVito says he was caught in the act by another customer. Police believe realizing this Matthews went into a back room where they say he deleted any incriminating photos from his phone.

“Nothing has surfaced which is good for the victim,” says DeVito.

“It’s extremely scary,” says Nicole Charles of Milford. “I mean I have a little girl and we go shopping here all the time. So it is quite scary.”

Charles is not happy to hear about this arrest. We showed her Matthews’ picture and asked if she recognized him. “Yes unfortunately,” she says.

We also asked if he was helpful. “Umm very helpful very helpful you never know by just a face to face interaction while in the store,” she says.

“We did go there and interview him at times so the store knew that we were conducting an investigation,”says DeVito. “They knew what the investigation was related to.”

“We have a zero tolerance policy for any alleged behavior of this nature and have moved to terminate this employee,” said Candace Disler, Assistant Manager, Public Relations for Babies R Us.

Matthews was arrested and charged with voyeurism. He is schedule to appear in court on November 22nd.
